In response to tightening sanctions, the regime has demonstrated a remarkable capacity for resilience, often employing complex financial networks, clandestine operations, and international partnerships to circumvent the restrictions. These tactics include the utilization of shell companies, barter trade systems, and the strategic use of regional allies to facilitate trade and financial transactions that would otherwise be blocked.
